North Carolina General Assembly Week in Review

Press Conference and Possible Veto. On Tuesday, July 21, 2015, Senate Majority Leader Harry Brown (R-Onslow) held a bipartisan press conference touting his plan to change the distribution method of local sales taxes in North Carolina. Sen. Brown stated in his press conference that he was joined by 40 rural counties and that there may have been more to join him had he had more time.

Tax Policy Update

NUMBER OF THE WEEK: 10 percent. The amount by which Sen. Mark Warner (D-VA) said he wanted to reduce, or “haircut,” all of the 50-plus tax provisions known as extenders. Warner accurately predicted that his Senate Finance Committee colleagues wanted to keep the tax provisions shoulder length, so he did not introduce his haircut amendment. The tax-writing panel voted today to keep, and in some cases expand, all of the tax extender provisions for two years.
