On February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 - also known as the federal stimulus bill. The legislation offers numerous tax breaks and outlines spending plans that directly impact economic development and infrastructure development. This site provides links to information about the stimulus package, particularly its implementation and how funds will be allocated across the states in the McGuireWoods Consulting footprint.

Energy
On March 20, 2009, Governor Kaine issued a certification to the Department of Energy so the state can obtain stimulus funds for energy projects - go to http://www.stimulus.virginia.gov/docs/Energy_Certification_Letter.pdf
The Governor's Energy Policy Advisory Council met on April 23, 2009 to discuss how the state will distribute stimulus funds designated for energy projects.
DMME announced on May 12, 2009 that Virginia's application for $70 million in ARRA State Energy Program funds has been submitted to the Department of Energy. Virginia will also apply in June for $16.1 million to support energy efficiency programs under the Energy Efficiency and Conservation Block Grant program. The Department of Energy approved Virginia's proposal for a $16.1 million allocation for Virginia's Energy Efficiency and Conservation Block Grant (EECBG) program on September 24, 2009. The program will fund energy-related projects for eligible local governments. DMME announced it will begin accepting applications in October.

On October 6, 2009, Governor Kaine announced the 2009-2010 Biomass Energy Grant Program that will provide up to $10 million for the installation, demonstration, or commercializaton of qualifying biomass or waste-to-energy technologies and applications in commercial, industrial, or institutional facilities.

On February 24, 2009, Virginia Secretary of Technology Aneesh Chopra held an informal meeting regarding health information technology in the stimulus bill.
