1. Attorney General Opinion on PPEA ownership

In March, Attorney General Kilgore issued an opinion (view document) regarding whether a school board can be a responsible public entity under the PPEA at the request of Delegate Parrish of Manassas. Attorney General Opinions are issued periodically to clarify issues which are unclear in statute, and while they do not have the force of law, they are helpful tools.

2. More information about state offices PPEAs

I have finally been able to obtain information about the two unsolicited PPEA proposals for state office space in downtown Richmond. The one providing asset management services at the Library of Virginia was submitted by VMS, and the proposal for a new office building at 801 East Franklin Street was submitted by Manhattan Construction.
