Harry is a Senior Advisor with McGuireWoods Consulting’s state government relations group and is a partner with McGuireWoods LLP. He focuses his practice on government relations, business development and expansion, procurement and regulatory matters.

Harry represents public and private companies, as well as associations and nonprofit organizations, on a range of issues including health care and health insurance, education, pharmacy, transportation, economic development, finance and tax, property and casualty insurance and the environment. He has extensive experience representing clients at the legislature and before state agencies, boards and commissions.

Since beginning his career representing clients at the North Carolina General Assembly in 1988, Harry has been consistently recognized as one of the most influential lobbyists in Raleigh.

Prior to joining McGuireWoods, Harry ran his own legal and lobbying practice for more than a decade and also served as director of government relations and counsel for the North Carolina Region of Kaiser Permanente.


Representation of numerous clients before the North Carolina Department of Health and Human Services. Helped win and expand contracts partnering with the state to ensure that Medicaid patients receive the right services at the right time to meet their healthcare needs, while saving money for North Carolina taxpayers.

Representation of CVS Health on retail pharmacy, pharmacy benefits management and retail clinic (MinuteClinic) legislative matters.

Representation of several clients on education reform issues including public charter school funding, opportunity scholarships for disadvantaged students and helping turn around failing public schools.

Successfully lobbied for passage of legislation expanding the availability of epinephrine auto injectors in public schools, campgrounds, restaurants and hotels, and at colleges and universities to treat life-threatening allergic reactions.
