Mr. Flippen has 28 years of experience teaching and practicing law. He served in the Office of General Counsel of the Virginia State Corporation Commission from 1975 to 1980, leaving the commission as deputy general counsel. From 1980 to 1981, he was assistant general counsel for Duke Power Company.

He joined the Energy and Environment Group at Mays and Valentine, LLP as an associate in 1981, and became a partner in 1983. He is currently a partner in McGuireWoods' Energy and Utilities Group, as well as an adjunct professor of law at the Marshall Wythe School of Law at the College of William and Mary where he teaches applied business and law.
Mr. Flippen has lectured on public utilities at the University of Virginia School of Law; on trade regulation at the Graduate School of Business at the College of William and Mary; on economic regulation at the Washington and Lee University School of Law, the Marshall Wythe School of Law at the College of William and Mary, and the George Mason University School of Law; and on economic regulation and corporation finance at the T.C. Williams School of Law at the University of Richmond.
He received his M.B.A. in 1967 and his J.D. in 1974 from the College of William and Mary. He received his B.S. in business from Virginia Commonwealth University in 1965, where he served as rector of the board of visitors from 2000 to 2002.
Appointed to the board by Governor Allen in 1994, and reappointed by Governor Gilmore in 1998. He was also appointed by Governor Gilmore as chairman of the Governor's Blue Ribbon Commission on Higher Education in 1998. Additionally, he was appointed by Governor Allen to the Commission on Environmental Standardship in 1996, and by Governor Gilmore in 2000 as a member of the Joint Subcommittee to Study the Regulatory Responsibilities, Policies, and Activities of the State Corporation Commission.
He has authored a number of articles in the area of economic regulation; and he is listed in The Best Lawyers in America, Who's Who in American Law, Who's Who in America, and Who's Who in the World.
