Kyle Barry is a vice president in the State Government Relations group of McGuireWoods Consulting. An experienced commercial litigator and former deputy general counsel for the Illinois Department of Commerce and Economic Opportunity, he has established relationships with leading federal, state and local officials in Illinois. As a Chicago litigator, he developed close working relationships with several in-house attorneys in the transportation, manufacturing and energy industries. He also has an extensive network of business, government and legal contacts in Chicago, Springfield, and Madison County.

Kyle’s background in infrastructure and economic development runs deep. During his tenure at the Illinois Department of Commerce and Economic Opportunity, he managed the legal affairs for the Business Development, Energy and Recycling, Coal Development and International Trade Divisions. At MWC, Kyle's economic development experience includes helping clients obtain public and private financing and tax incentives for economic development projects, some of which include hospitals, wind energy projects, coal-fired power plants and manufacturers. Kyle has also counseled clients on a number of tax and tax incentive issues, including issues arising under the Illinois Enterprise Zone Act.
