Theodore (Tray) Adams directs McGuireWoods Consulting's Virginia Government Relations team. Prior to joining MWC, Tray was a partner in the Richmond office of Troutman Sanders LLP and served as Vice President of the Virginia office of the Troutman Sanders Public Affairs Group. He specializes in governmental law, and legislative and regulatory matters with a focus on the telecommunications, health care, alcoholic beverage and insurance industries.

In addition to representing clients before the General Assembly and other state agencies, Tray is also well versed on the Public-Private Education Facilities and Infrastructure Act (PPEA). He has facilitated numerous PPEA construction projects in the Commonwealth involving warehouse, correctional and educational space.
