Matt Matthews, a 30-year veteran of Texas government and politics, recently joined the McGuireWoods Consulting team in Austin, Texas as a senior vice president and as partner with McGuireWoods LLP. Matthews has served in various positions throughout Texas politics.  Over the last decade, he built a strong client base by assisting companies and associations with legislative and regulatory processes in and around the State Capitol.

Prior to starting his own consulting and lobbying practice, Matthews served as chief of staff in the Texas Senate, general counsel to the Texas Senate State Affairs Committee, chief of staff to a Texas State Representative and as chief clerk for the Texas House Committee on Financial Institutions.

“Matt has extensive experience serving clients before the Texas Legislature and state agencies on countless issues and will be a tremendous asset to our team,” said Holly Deshields, senior vice president and director of McGuireWoods Consulting’s Texas government relations practice. “He has led grassroots campaigns for clients on collaborative legislative efforts, and has helped businesses and trade associations strategically engage in the political and legislative process.”

Matthews has a wealth of political experience as the campaign manager for former U.S. Sen. Kay Bailey Hutchison, and has managed campaigns for a host of statewide and local elected officials. He served as executive director for the GOP’s Victory Committee chaired by then-Gov. George W. Bush, and Sens. Phil Gramm and Kay Bailey Hutchison.

“Matt’s political and legislative work adds depth to our already strong Texas team, and his legal experience will benefit our clients in ways that further differentiate our firm’s Texas presence,” said McGuireWoods Consulting president Gov. Jim Hodges.

McGuireWoods Consulting chairman, Mark Bowles, added, “Matt has built coalitions around healthcare, education, taxation and energy to help clients advance their agenda before the legislature and regulatory agencies. His expertise will be invaluable to our clients.”

Matthews has an undergraduate degree from Oklahoma State University and a Juris Doctor from Texas Wesleyan University School of Law, where he was selected to the Order of Barristers. In 2021, Matthews was rated as one of the 100 most powerful lobbyists in Texas by Capitol Inside.
