On December 21, 2022, Law360 covered the news that Bess Toole has joined McGuireWoods Consulting as a vice president in its Richmond office.

Toole is the former chief of staff to Virginia House of Delegates Majority Leader Terry Kilgore, where she ran day-to-day operations and assisted Caucus leadership and members on policy development, communications, and re-election efforts.

Law360 noted that the upcoming legislative session will be focused on education and energy issues. Toole said: “I think we see a lot of change and advancement in those areas. I’m looking forward to growing our practice and being a strong voice and meaningful advocate for our clients.”

Toole’s prior experience working with state House of Delegates leadership will be indispensable to the firm’s clients, added Tray Adams, McGuireWoods Consulting’s Virginia team leader. “With her experience as chief of staff in the Majority Leader’s office, Bess has an in-depth knowledge of the inner workings of the leadership and the key policy issues in Virginia.”

Mark Bowles, McGuireWoods Consulting’s chairman, also lauded Toole’s joining of the firm and said her distinguished career had made her highly regarded with policymakers, which would be a benefit for firm clients. “Bess has distinguished herself as a highly regarded and connected policymaker at the state capital,” Bowles said.
