Russ is a senior vice president with McGuireWoods Consulting who specializes in infrastructure and environmental matters. He is a licensed professional engineer with both private and public sector experience, and is previously the founder of Pennington Consulting Services, Inc., a boutique consulting firm specializing in environmental issues, regulatory affairs, developing infrastructure projects and government affairs. Before launching his own company, Russ served as director of Governor Nathan Deal’s water supply program, as deputy director of the GA Environmental Finance Authority and as the director of policy and public affairs for the GA Environmental Protection Division. Russ’ career as an engineering consultant provides diverse experience that helps public and private sector clients navigate the regulatory process for strategic operations or in response to compliance actions.

Russ is a member of the Georgia Professional Licensure Board for Professional Engineers and Land Surveyors, the Board of Directors for the University of Georgia Alumni Association and the Board of Trustees at the Georgia Conservancy.  Russ has participated in numerous leadership programs around the state and was named a “Rising Star” by James Magazine in 2017.
