Paul Reagan is a senior vice president and director of Federal Public Affairs where he assists clients with matters before Congress, the federal executive branch and regulatory agencies. Prior to rejoining McGuireWoods Consulting (MWC), Paul served as chief of staff to Virginia’s former Governor Terry McAuliffe and former U.S. Senator Jim Webb.

Paul is also a member of MWC’s Multi-State Practice where he focuses on issues involving the nation’s governors, and works on client matters at the state and local level in Virginia as warranted.

Former Governor McAuliffe appointed Paul to lead his staff shortly after his 2013 election as Virginia governor, and Paul remained in the role until McAuliffe’s term ended in January. From 2006 through 2012, he headed Senator Webb’s Senate staff.

Between those two chief-of-staff roles, Paul was a senior advisor for MWC in 2013. His first tour at the firm was as a senior vice president beginning in May 2005 after he had served as communications director for then-Governor Mark Warner.

Prior to that, Paul worked for nearly two decades on the staffs of four U.S. House members from Virginia, including L.F. Payne, now a McGuireWoods Consulting senior advisor and its immediate past president and CEO. He also briefly served as counsel to the House Science Subcommittee.
