Bess Toole is a vice president on McGuireWoods Consulting’s Virginia government relations team where she helps clients navigate issues before Virginia’s General Assembly and Executive Branch.

She most recently served as chief of staff to Virginia Majority Leader Del. Kilgore, where she ran the day-to-day operations and assisted Caucus leadership and members on policy development, communications, and re-election efforts. Her experience working in the leadership of the General Assembly provides clients with unique insight and a strategic advantage.

Previously, Bess worked at a Richmond-based political firm, serving as a strategic consultant to candidates, brands, and public affairs clients across the country on a range of issues at the federal, state, and local levels.

Bess graduated from James Madison University with a degree in international affairs and political communication and resides in Richmond, Va., with her husband.
